New Jersey Emergency Rental Assistance Programs

New Jersey CARES+ Programs:

The COVID-19 Emergency Rental Assistance Program (CVERAP) will provide temporary rental assistance to low- and moderate-income households that have had a substantial reduction in income or became unemployed due the COVID-19 pandemic. Applicants may be eligible for a maximum of up to six months of emergency rental assistance.

Governor Phil Murphy today announced a new relief and recovery program created by the New Jersey Housing and Mortgage Finance Agency (NJHMFA) for families and landlords impacted by the COVID-19 pandemic. The Small Landlord Emergency Grant Program (SLEG) will reimburse small landlords for missed or reduced rent payments between April 2020 and July 2020 due to COVID-19.

The State of New Jersey has opened a new COVID-19 Housing Assistance Program. The program is available until December 2020 to assist New Jersey households unable to pay their rent/mortgage due to COVID-19 impacts for any time since March 2020. The COVID-19 Housing Assistance Program will pay back-rent/mortgage and rent/mortgage payments on behalf of eligible households directly to the landlord.

Camden County is establishing a rental assistance program for renters who are struggling to pay or at risk of eviction in the wake of the coronavirus pandemic. The program is utilizing $4 million from the federal CARES Act. Anyone who has fallen behind on their rent can reach out for help, as long as they meet certain requirements, including income limits and proof of lost or reduced income. Applications open Thursday, Oct. 1 at 8 a.m. and will be awarded on a first-come, first-served basis. Assistance will be granted until all available funds are used.

  • Essex County Coronavirus Emergency Rental Assistance Program

The Essex County Coronavirus Emergency Rental Assistance Program will help eligible residents pay up to six months of their rent and help them quickly exit homelessness during these uncertain times and benefits landlords who will receive rental payments so they can pay for property taxes and other expenses.

The Jersey City COVID-19 Hardship Assistance Program will provide one-time emergency assistance of up to $1500 for low to moderate income households (up to 80% AMI)  who can demonstrate financial hardship due to COVID-19. To ensure fairness, all eligible applicants will be entered into a lottery to determine grant awards.

Under the new Affordable Housing Trust Fund being touted by housing advocates and township officials, all residents, including those with no legal immigration status, will be able to cover up to three months of back rent.

Newark created a $1 million Emergency Housing Assistance Fund to provide low-income residents up to $1,000 each to help pay rent or utilities. It’s a one-time assistance program unless the city can get more funds from the federal government.

  • City of Perth Amboy COVID Tenant Based Rental Assistance

The City of Perth Amboy approved the reallocation of U.S. Department of Housing & Urban Development HOME Funds, totaling more than $200,000 to assist eligible residents with rental support. The Puerto Rican Association for Human Development (PRAHD) will be administering the funds and are now accepting rental assistance applications.

Somerset County has established an Emergency Rental Relief Program for County households that had a loss of income as a result of the COVID-19 pandemic.  Applicants may be eligible for up to 3 months’ rent or $3,000.00, whichever is less, for payment toward rent that is owed.

Low income families who experienced hardship due to the COVID-19 pandemic may now qualify for the City of Trenton’s COVID-19 Emergency HOME Tenant Based Rental Assistance (TBRA) Program. The program will provide one-time payments of up to $3,000 per qualifying household to help pay past-due and/or upcoming rent and utilities from April 1 through December 30, 2020.

Residents can apply through one of three partner non-profit agencies for needed assistance beginning November 16. A total of $1,350,000 will be available through federal funds for residents who have fallen behind in payments as a result of job loss or income reduction. The program will provide a minimum of three months of assistance. An additional three months of assistance will be provided to eligible County renters in need of further assistance.
